The Committee on Overseas Absentee Voting (COAV) of the Commission of Elections (COMELEC) clarified to the Department of Foreign Affairs that presentation of the Voter’s Identification Card issued by COMELEC is not mandatory. Lack of COMELEC-issued ID does not disqualify a registered overseas absentee voter from exercising his right to vote. Further, COMELEC informed the DFA of the temporary stoppage of the printing of Voters’ ID as per its Minute Resolution 09-0569
For purposes of personal voting, COMELEC Resolution 8750 provides that the identity of overseas absentee voters may be confirmed by the presentation of a valid Philippine passport or any identification card with photo and signature
Since the Philippine Consulate General in Toronto is implementing postal voting instead of personal voting, the rules on presentation of proper identification will be applied for undelivered and returned ballots. They need to present a valid passport or any identification card with photo and signature to personally claim their ballots that could not be delivered through the Canada Postal Service and returned to the Consulate.
